Partly — dogs are allowed in some of it
Dogs are not allowed on any trail in Everglades National Park — that includes the boardwalks such as Anhinga Trail, and the paved and unpaved trails alike. The park's Superintendent's Compendium states that "pets are prohibited in all areas of the park except" four places: paved roadways open to public vehicle traffic, roadside campgrounds and picnic areas (Long Pine Key and Flamingo), the maintained grounds around visitor centers and residential areas, and aboard boats. Two traps worth knowing: unpaved roads are off-limits even though they are roads, and the paved Shark Valley Tram Road is off-limits too — so the tram route is not a walk you can do with your dog. Pets must be leashed at 6 feet or less and never left unattended, including in a vehicle, where South Florida heat is lethal fast. Practically, this is a park to drive through with your dog rather than hike with them. Note that the NPS pets page carries a last-updated date of October 2021; it still matches the current compendium, but confirm at nps.gov/ever before you travel.
Where dogs ARE allowed
Broader than "campgrounds and roadsides." The compendium permits pets in four places: paved roadways open to public vehicle traffic; roadside campgrounds and picnic areas (Long Pine Key and Flamingo); the maintained grounds around public facilities and residential areas (visitor center lawns and developed areas); and aboard boats — a meaningful allowance in a park where much of the access is by water. The claim omits the last two. It also omits two prohibitions visitors get wrong: unpaved roads are off-limits even though they are roads, and the Shark Valley Tram Road is off-limits even though it is paved and looks like a road.
