It depends on the date
Dogs at Hammonasset are seasonal, not banned. CT DEEP's own park page allows leashed dogs on the beach from 30 September to 1 April — so an autumn, winter or early-spring beach walk is entirely legal. From 1 April to 30 September dogs are off the beach, mainly to protect nesting piping plovers and least terns. Year-round, leashed dogs are welcome in the picnic areas and on the park's paved shoreline trail (the park warns that paving gets hot enough to hurt paws in summer). The campground takes pets only between Columbus Day and 1 May — "No pets allowed" during the main camping season. Leashes must be no longer than 7 feet. Where dogs ARE allowed
A lot of the park, in fact — the flat 'no dogs on the beach' claim is wrong for roughly half the year. DEEP's own park page permits leashed dogs on the BEACH from 30 September to 1 April; in the PICNIC AREAS on leash year-round; and in the CAMPGROUND from Columbus Day to 1 May (pets are barred from the campground in the main camping season — the page states "No pets allowed"). The park's own hiking copy addresses dog walkers directly, so the paved multi-use trail is walked with dogs. Leash limit is 7 feet. The summer beach ban exists to protect nesting piping plovers and least terns.
